Next Steps for Tax Inspectors Without Borders

The Organisation for Economic Co-operation and Development (OECD) and the United Nations Development Programme (UNDP) launched the Tax Inspectors Without Borders (TIWB) initiative in 2015 to support developing countries in addressing widespread tax evasion and avoidance by multinational enterprises (MNEs). Under TIWB, highly qualified tax experts work alongside tax auditors of developing countries on live tax audits cases of MNEs which help in augmenting revenue and also transfers skills through the unique "learning by doing" process. To date, the initiative counts 83 ongoing and completed programmes. TIWB audit assistance, including anonymised casework conducted during ATAF/OECD/WBG workshops since 2012, has helped tax administrations raise significant tax revenues.

 

Subsequent to the 11th meeting of the Inclusive Framework, on Friday, 29 January 2021, the TIWB Secretariat will brief stakeholders and the public on the initiative’s recent progress and present its ambitious programme of work for the year 2021. This virtual meeting will be part of the briefings provided by the OECD during its Tax and Development Day.

 

Fuelled by the desire to maintain practical support programmes for its Host Administrations, in spite of the COVID-19 crisis, TIWB stakeholders have continued delivering programmes while adapting to global travel restrictions. The initiative is now capitalising on its successful model to extend capacity building beyond auditing MNEs to new pilot areas. The stocktake exercise from 2019/20 (and featured in the 2020 Annual Report) concluded that demand exists for TIWB programmes focused on criminal tax investigations, effective use of automatic exchange of information, tax and natural resource contracts and tax and environment.

 

A TIWB presentation will be followed by a Question & Answer session with the participation of Partner and Host Administration representatives.
